The Application of Remote Sensing Technologies to Illegal dumping of waste Monitoring

This project is to 1) collect information on illegal disposal of waste sites
and relevant spatial data nationwide and 2) find out the rules for illegal
disposal of waste sites and locate potential changes causing by illegal
dumping of waste across the country. The goal of the above description
is to generate a high-potential abandoned area map. By using satellite
remote sensing technology and unmanned aerial vehicles (UAV) to
locate suspicious illegal waste sites and reach the initiative to explore
more suspicious sites. The tasks completed in this project are:
1. The consolidation of national illegal disposal of waste sites and
relevant spatial data from 2011 to 2016 is completed. To analyze
time and spatial data in the illegal sites, the results suggests that
most sites are located in the central and south Taiwan. Sites
found in Kaohsiung city, Tainan city and Taichung city
containing more illegal sites than any other cities/counties in
Taiwan.
2. National illegal disposal of waste sites using the 2016 SPOT-6
satellite images as current background map is completed. The
results has been provided to Bureau of Environmental Inspection.
3. The analysis of the illegal dumping of wastes hot spots is
completed. The analysis results of the distribution of hot spots
in all counties and cities, towns, cities and districts indicate that
the most hots spots were located in 1) cross borders of Taoyuan
and Hsinchu, Taichung and Changhua, Tainan and Kaohsiung
and 2) inside Taoyuan city, Taichung city and Kaohsiung city.
The analysis report and image data of the illegal dumping of
wastes hot spots is completed.
4. Illegal dumping of potential wastes sites model is completed.
The analysis of 42 spatial data layers indicated that the top 3
layers that affect the most are population density, EPA
management agency regions, and slope information. Illegal
dumping of high potential wastes sites map is completed.
Approximately 70 % of the sites were located in cities and
counties in west Taiwan, and in east Taiwan around the cross
border area of Su'ao and Dongshan in I-lan.
5. Large-scale verifications of illegal dumping of potential wastes
sites in 19 cities and counties is completed by using highresolution
SPOT-6 and SPOT-7 images acquired from
September 2016 to March 2017. To subsiding the analysis with
Google Earth data, 70% regions in 65 sites of the high risky
illegal dumping of potential wastes sites were selected.
6. Using UAV to acquire images in the above described 70% of the
high risky illegal dumping of potential wastes sites from New
Taipei city to Pingtong county. 30 UAV missions on the
investigations of suspected sites were completed. 13 out of 30
missions were in abnormal conditions. Therefore, based on data in
the 70% of the high risky illegal dumping of potential wastes sites,
the probability of finding an abnormality site was 43%.
7. The 30-second educational promotion video "Tears and
Confessions from Farmers" is completed. E-books containing
the research results and analysis in this project is completed. The
EPA regularly reviewing IDMS on local administrative
operations control is completed.
8. “The Discussion of National Illegal Dumping of Potential Wastes
Sites Clean-up Workshop” was held from October 18 to 19, 2017.
